Panels,
discussion, and debates will be organized and maintained by MURL and the local
participants in the project. Depending on the disputed territory being engaged,
panelists knowledgeable in specific areas will be invited to the intervention.

Participants
should ideally include local government, businesses, and citizens with a determined
group of independent representatives in order to maximize the potential for
out of the box thinking.
